William Seward, then Secretary of States of the United States, negotiated the price and and signed the treaty, on March 30, 1867. He is often credited as the "purchaser," but other parties were involved.

The Senate approved the treaty on April 9, 1867. (On June 20, 1867, the Russians also ratified the treaty.)

In July, 1868, the House of Representatives finally agreed to pay the money.

The Secretary of the Treasury actually signed the check on August 11th, 1868.

The real purchaser, though, was the United States of America, meaning the Government on behalf of the People.
