An Asian is person coming from an ethnicity endemic to Asia.
Non-Orientals can be considered Asians if their ethnicity is endemic to Asia. For example, Indians are endemic to Asia, and while they are not orientals, they are certainly Asian.
The reason why Americans use Asian instead of Oriental is because the word Oriental is offensive in the US.
