First of all, Juliette Gordon Low, who founded Girl Scouts of the USA.

Lou Henry Hoover supported Girl Scouts even before her husband became President of the United States, including being the National Commissioner of Girl Scouts in 1917-1918, Vice President in 1921 and 1925 to 1929, and President in 1922-1925.

Jean Large, a professional writer, who wrote "Nancy Goes Scouting", a book for young adults in the late 1920's.

Anna Maria Chavez, the first Hispanic woman to be CEO of Girl Scouts of the USA.

Josephine Groves Holloway was the founder of the first black Girl Scout troop and was the first black Girl Scout executive in Middle Tennessee.

Gloria D. Scott, an African American, was elected National President of the Girl Scouts in 1975.

Anne Hyde Clarke Choate was an early and prominent leader in the Girl Scouts of the USA and in the World Association of Girl Guides and Girl Scouts (WAGGGS). She was a friend of Juliette Gordon Low and chaired the Juliette Low World Friendship Fund Committee and helped to preserve Juliette's birthplace.
