Lou Henry Hoover supported Girl Scouts even before her husband became President of the United States, including being the National Commissioner of Girl Scouts in 1917-1918, Vice President in 1921 and 1925 to 1929, and President in 1922-1925.
Jean Large, a professional writer, who wrote "Nancy Goes Scouting", a book for young adults in the late 1920's.
Anna Maria Chavez, the first Hispanic woman to be CEO of Girl Scouts of the USA.
Josephine Groves Holloway was the founder of the first black Girl Scout troop and was the first black Girl Scout executive in Middle Tennessee.
Gloria D. Scott, an African American, was elected National President of the Girl Scouts in 1975.
Anne Hyde Clarke Choate was an early and prominent leader in the Girl Scouts of the USA and in the World Association of Girl Guides and Girl Scouts (WAGGGS). She was a friend of Juliette Gordon Low and chaired the Juliette Low World Friendship Fund Committee and helped to preserve Juliette's birthplace.

Whether or not Girl Scouts is cool or lame, is of course a matter of opinion. Of course, some girls think that Girl Scouts is totally cool and other girls think that Girl Scouts is totally lame. Generally more girls think that Girl Scouts is cool in elementary school and more girls think that Girl Scouts is lame in high school, but there are all kinds of girls and Girl Scouts has a lot to offer.
Judy Garland is not listed on any of the web sites which list famous Girl Scouts. It was possible for Judy Garland to be in Girl Scouts, however, from an early age, she performed and traveled with her mother, so it is very unlikely that she was ever a member of Girl Scouts.
This is such a subjective question that it really is impossible to answer. The two programs, while sharing some goals, are quite different. Some Girl Scouts are better prepared for somethings than some Boy Scouts, and some Boy Scouts are better prepared for other things than some Girl Scouts. It depends as much on the individual as it does on the things they are preparing for.
