England has no President, but a Prime Minister instead. In 1900 this was the Conservative Lord Salisbury- he stood down from office in 1902 due to failing health, but the Conservatives were re-elected under Arthur Balfour. He was Prime Minister until the elections of 1906, when James Campbell-Bannerman was elected as head of a Liberal Government- he resigned two years later due to ill health, and was succeeded by his Chancellor Herbert Asquith (Campbell-Bannerman died soon afterwards).
So it was:
1900 - '02 Lord Salisbury (Conservative)
1902 - '06 Arthur Balfour (Conservative)
1906 -'08 James Campbell-Bannerman (Liberal)
1908 - Herbert Asquith (Conservative)
Asquith remained as Prime Minister until 1916, until he was replaced by his Chancellor David Lloyd-George, the first Welshman to hold the office.

No, there are no presidents or vice presidents from Colorado.
England has no President, but a Prime Minister instead. Throughout the entire 1980s this was Margaret Thatcher, a Conservative who was re-elected to office 3 times in succession (unlike the USA, Britain has no maximum term of office that the head of Government can serve).
All of the US presidents have been men. There have been no female presidents.
