Herschel Grynszpan was a Polish Jew. In October 1938 the Nazis deported all Polish Jews in Germany (about 17,000 people in all) to Poland. However, the Polish government (which was antisemtic at the time) had issued a little publicized decree a few months beforehand depriving all Poles resident abroad for more than five years of Polish citizenship unless they formally registered a request to remain Poles.

Herschel Grynszpan's parents had fallen foul of this decree, and along with about other Polish Jews deported from Germany, they had to spend weeks living in railway stations on the German-Polish border ... The generally accepted view is that he acted mainly out of desperation.
