Congress authorized the Vietnam War through the "Tonkin Resolution." Passed by Congress in August, 1964, it authorized a troop build-up in defense of South Vietnam from communist North Vietnam aggression after a North Vietnamese warship reportedly fired on a U.S. Navy vessel in the Gulf of Tonkin on the South China Sea.
The last declared war for the US was WWII. LBJ received permission via the Tonkin Gulf Resolution to use whatever military force he deemed necessary to protect US interests. Which was, in his case, bombing North Vietnam and sending in US regulars.

Technically he didn't, no war since WWII has had Congressional support.

The Vietnam conflict was never officially a war. Congress authorized the money and troop build-up needed to prosecute it.

Lyndon Johnson, president from 1963-1969, sent combat troops. Richard Nixon, president from 1969-1974, escalated it by bombing Cambodia. The war finally ended in 1975.
