In general, the Operations Manager of an airport or a designee has oversight of POV's on the flight line. Airports almost universally have procedures and operational plans that cover, or limit, actually, access to the flightline, including vehicles (with perhaps only the smallest airports being excepted). A charter service will be allowed to put a limo alongside a Leer to drop off or pick up some VIP's. But it's obvious that Billy Bob's Towing rig won't be allowed on the flight line so he can drop off his sister's Pizza because she can't leave her work fueling aircraft to go get it. Note that a lot of activity like this is runs under Federal authority. If you happen to make a wrong turn and go through a gate that was left open, and then find yourself on the flight line by accident, expect to be talked to by the US Marshall and/or the FBI. The local sheriff will probably be taking a back seat on this one -- at least 'til the Feds are convinced it really was a mistake and not a homeland security issue. Then all you'll have to deal with is those lightweight issues of trespass and such. A number of private individuals or companies who rent or lease space at a local airport or airpark will be able to put a POV on the tarmac, and they have the right to do that as part of their agreement regarding use. (What good is a private air shipping service if you can't run a pick 'em up truck alongside something like a twin Beech to load some critical machine parts for immediate delivery across the state?) But individuals will be driving privately owned vehicles on the flightline under strict guidelines.
