Whomever is specified by the law of the state in question. There are fifty states, so there could in theory be fifty different orders of succession, and some states may not have expressly made provision for this eventuality, deeming it unlikely (if they still don't have provisions for it, the plan to not have a planhas evidently worked out okay for them so far). In practice, if one of the states that doesn't have a lengthy order of succession ran out of people, they'd likely nominate some high state official... perhaps the President Pro Tem of the State Senate, or the Speaker of the State House of Representatives... to act as interim governor and hold a special election. They'd also probably pass a law to avoid having this happen in the future.
To give you some idea of the differences there can be: in some states, the constitutions have at times provided that the Lieutenant Governor is NOT the designated successor to the Governorship, but that some other state official holds that role.
