He attacked a bunch of separate little communities and left a unified Venice. There is a lot of legend surrounding the actual founding of a government, but we know that sometime in the 8th century the people assembled and elected a man named Ursus to be their leader. This was the beginning of the Republic of Venice. The government slowly evolved until taking its final form in 1310.
