Venice wasn't founded by anyone in particular, only by a group of people that settled there and eventually joined together to form a government.

It is possible that fishermen lived in the lagoons Venice was built on as early as Roman times, but that can't be substantiated. What we do know is that people started moving here at the beginning of the 5th century for safety. The barbarian invasions of Italy had begun, and the population continued to grow as the Huns, Goths, and Lombards overran Italy. The community wasn't unified until Pepin, son of Charlemagne and king of Italy while his father was the Holy Roman emperor, tried to subdue them. He attacked a bunch of separate little communities and left a unified Venice. There is a lot of legend surrounding the actual founding of a government, but we know that sometime in the 8th century the people assembled and elected a man named Ursus to be their leader. This was the beginning of the Republic of Venice. The government slowly evolved until taking its final form in 1310.
