Earthquakes are what are known as natural phenomema; they are caused by nature, not by some individual. However, if you are religiously inclined you can attribute earthquakes (and everything else) to God. There was a song I used to hear on the radio about 30 years ago, which had these interesting lyrics:

Life it is a perfect song

All things come from God!

So if all things come from God, then earthquakes are one of those things.
