There is no formal process within government to check or validate the credentials of a US Presidential candidate. As a practical matter, the news media and the opposition candidates do that and are able to go to the courts, or the court of public opinion, if they believe a candidate lacks required credentials.

The only "credentials" required of a Presidential candidate in the US are that he or she be a "natural born" US citizen (i.e. not a naturalized citizen, although the details of that are subject to debate) and be at least 35 years of age.

would be the state's Secretary of State

Usually it is the Chairperson of each national party convention that certifies that the party slate is eligible according to the requirements of the Constitution. Also the secretary of each party convention will also certify the letter. Eligibility is different from qualifications.

All the Constitution requires is a person be a natural born citizen of 35 years of age having lived in the US for 14 years or more and not have been impeached and convicted in another federal office. See Article 2 Section 1 Paragraph 5 and Article 1 Section 3 Paragraph 7 of the Constitution.

Other than that, any citizen who wants to run for the presidency can. No government agency such as the FBI certifies qualifications. That's done by the people in primaries and caucuses.

These things were decided by the founding fathers and are in the constitution: Any citizen 35 years old or older who was born in the United States.

If the voters like that person or if they have good ideas or leadership qualities is a different thing entirely.

The Constitution does not specify who should do the verification, but the news media and anyone who has an interest in a certain person becoming president will make sure it gets done.

To this day, there are still some people who don't believe that the birth certificate that Barack Obama eventually presented is legitimate.

Anyone who has an interest in someone not becoming president, and perhaps also the news media, is likely to verify that person's age, citizenship history and residency history.

According to the Constitution, it is the responsibility of the President to make sure that the laws of the United States are carried out. Therefore, if George W. Bush was doing his job, he made an executive order to have those checks done in the cases of Barack Obama, Joe Biden, John McCain, Sarah Palin, John Kerry, John Edwards, and everybody else who was running for president or vice president under his watch.
