Men could vote. no women or children just men. Women never had the right to vote in any country until the late 19th Century. Women did not demand the right until the 19th Century and men thought women should not feel their minds on politics since it was the province of men. It took an Amendment that became effective for the 1920 Federal Elections

Men who owned property could vote but that was not ALL men. All men over the age of 21 got the vote in 1918 but that didn't include men under the age of 21 who had put their lives on the line and fought during the First World War.
