No one could declare themselves dictator because a dictator had to be appointed by one of the consuls (the two annually elected heads of the Republic) and be given a specific mandate by senatorial decree. A dictator was an extraordinary officer of state who was appointed at times of emergency, usually a military one. The original idea was to have one man in charge of the army instead of two (the two consuls) and with greater power to maintain discipline in Rome. The first dictator was appointed eight years after the establishment of the Roman Republic. During its 482 years the Roman Republic appointed a dictator 82 times. During the Second Punic War some dictators were appointed to hold elections because the consuls (who usually did this) were away at the front and one was appointed to enroll new senators after many of them died in battle (the Battle of Cannae). The term of office was six months. The only exceptions to this were Lucius Cornelius Sulla and Julius Caesar. Sulla was appointed for an indeterminate period with the mandate of reforming the constitution and resigned after one year. Julius Caesar was appointed dictator four times. The first time he resigned after 17 days. The second time for one years, the third time for ten years and the fourth time for life.
