There's a lot of confusion about the term world war. It's not something that is declared. It's just a convenient name for two wars fought in the 1900s.
Second answer: In a World War the leaders of the nations are the ones who have to declare war on whoever they deem to be their enemy. In World War 2 Adolf Hitler declared war on England. The US declared war on Japan for bombing Pearl Harbor (If Japan didn't bomb Pearl Harbor, the US would of never stood up and help, England, France and Russia defeat Germany and Japan). England and France declared war on Germany. You can see the pattern.
