In the electoral college, there are 538 electors (or electoral votes), with at least 270 needed to win the presidential election. Although highly unlikely, it is possible that the electoral votes could be tied 269-269.
If this were to happen, the vote would then go to Congress. It would be the duty of The House of Representatives to break the tie for the presidential election, and the duty of the Senate to break the tie for the vice presidential position.

The Vice President of the United States is the President of the Senate.. He can not vote unless there is a tie but he can vote to break a tie. Such is his only power.
If you’re referring to voting during an election, the Vice President of the United States can vote whenever anybody else can. They can vote early or they vote on Election Day. If you’re referring to voting in Congress, the Vice President can only vote when a tie has occurred in the Senate, and their vote is needed to break the tie.
In the event of a tie, the House of Representatives breaks it - but each state has only 1 vote, instead of each House member voting. The Senate breaks the tie for the Vice President. This was put into action by the 12th amendment.
