I may be wrong, but I don't think so.
Consider that the point of every human being is to find the path to spiritual enlightenment, in order to be one -again- with the Whole, or God, or whatever you choose to call that. Each reincarnation is just another chance we're given to reach that goal. Thus, if/when we finally manage, we're out of the circle. Therefore, I think that Buddha had absolutely no reason to come back, and never did.
Which, of course, doesn't mean that you cannot appeal to him when you're in need. He's still there. Somewhere. Everywhere.
