He sent John C. Fremont to see what kind of resistance the Mexican army would show if American military would enter California. The Mexican government was doing its best to keep Americans out of California. When Fremont arrived with his men he was stopped near San Juan Bastista by the Mexican army. Fremont and his men were trapped on the mountain, but the army didn't surround the back of thr peak and only put men on the front. Before the night was over Fremont was able to escape by going down the backside of the mountain. An American naval ship was waiting for them off the coast. It wasn't until the influx of gold seekers in 1849 that Fremont returned to California and he was to declare the Bear Flag Republic and take the Mexican governor to Sutter's Fort in Sacramento. On September 9, 1850 California became a state. It was Texas he offered payment to not California, and in that case it was Zachary Taylor.
John Slidell
Polk sent former Congressman and lawyer, John Slidell to Mexico to try to negotiate a settlement to the territorial disputes that eventually led to the Mexican War.

President Polk secretly sent envoy John Slidell to Mexico on November 10, 1845 to negotiate the purchase of upper California and the Rio Grande border areas, for up to $25 to 30 million USD. Mexico was in political turmoil and a nationalistic fervor, and refused to negotiate. The Mexican-American War broke out in May, 1846 and led to the extensive Mexican Cession, for which Mexico received compensation of $15 to 18 million dollars USD under the Treaty of Guadalupe-Hidalgo. Mexico eventually did sell some of the land that was not lost to the US in the war. The Gadsden Purchase in 1854 added territory now part of southern Arizona and New Mexico, for a cost of another $10 million dollars USD. Thus the total expenditure was roughly what Polk had offered.
In November, 1845, he was sent as minister to Mexico by President Polk, to adjust the difficulty caused by the annexation of Texas to the United States. His instructions to 1) obtain Mexican recognition of the Rio Grande as the border between Texas and the United States; 2) offer American forgiveness of the claims by U.S. citizens against the Mexican government; 3) purchase the New Mexico area for $5 million; and 4) purchase California at any price. The mission failed when the Mexican government refused to accept his credentials. The United States declared war on Mexico on May 13, 1846, and Slidell returned in January 1847 and resigned.
