First of all, this question does not set a time frame and thus, could include any empire in history. But, as for the answer, no country in the world truly allowed for their colonies to have independence without a great deal of battle, or civil disagreement in India's case. Remember, that colonies brought revenue and prestige to a country and it would not easily abandon those benefits.
