President Obama did that. Only the Commander in Chief can start a war (with the consent of Congress), and only the Commander in Chief can end it. Since Mitt Romney was not the president, he could not end any war, nor could he start one. Mr. Obama promised as a candidate in 2008 that he would end the war in Iraq if he was elected. He kept his promise.
