The question should actually read "who established the Cape Colony?". Cape is used in the regional sense and Cape Town for the main city inside that region.

At first it was not a colony in the true sense of the word, because it was administered for many years by the Dutch company that used it as a victualling station for their ships sailing to and from India. In the end the Dutch governmental authorities did take over, but it was not long before the British finally took control of the Cape. The British Cape Colony existed for more than a century before it became part of the Union of South Africa in 1910.

(Gold was never mined in the Cape Colony, and the Dutch never knew at the time that the Southern African interior region had rich gold deposits! The provinces with gold reserves are situated in the former Boer republics of the Free State and Transvaal, and these republics were established decades after the British takeover of the Cape.)
