In the Dark Ages monarchs started to take place. By that meaning Europe was being split up into territories. Then emperors from the monarchs started hiring lords and the lords would need peasants to tend their pieces of land. So I would just say emperors and lords started it.

Did feudalism start in Europe?

This depends on the definition of feudalism. If feudalism is regarded is identical to manorialism, then it started in the places that had been parts of the West Roman Empire, when that empire fell, at the start of the middle ages. Another view of feudalism is that it is a medieval system for the control of relatively large countries with weak central governments, and by this definition, it started about four hundred years after the fall of the West Roman Empire, in France and the Holy Roman Empire with the division of the Carolingian empire.

Is there a feudalism 3 by arcade town?

There isn't. It should come out in a bit. Quote from creator of Feudalism 1 and 2: "Okay, okay, I've started working on Feudalism III, going to change some things there, add a little more magic, monsters, probably another (more cartoony) graphics style." From what I know, this is all he has said about it.
