Spain did not give Moses Austin permission to start a colony in Texas. It simply gave him 4,428 acres in 1821.
He was so successful that to this day, he is often referred to as the "Father of Texas," and has been commemorated by having a number of places named after him. There had been one previous unsuccessful attempt in 1821 to establish a colony in what was originally Spanish Texas; later, when the land belonged to Mexico, Austin decided to make a second attempt. By late 1825, Austin brought 300 families to his settlement, which was named the Austin Colony. Gradually, he installed a system of laws, set up a law enforcement body that came to be known as the Texas Rangers, and put the Texas colony on a path to stability and growth... and ultimately, to independence by 1836.
He wanted to bring the first colony to Texas. he is an agent hired (not the spy kind of agent more like businessmen) by Mexico to bring in settlers to Mexico especially from America. in exchange, Mexico would give the settlers land, but they must become Mexican citizens, follow Mexican law, and become catholic.

To fulfill his dream; to establish a colony in Texas.
La Salle established a French settlement in the state of Texas. The colony was Fort St. Louis and it was established in 1685.
Austin bought and sectioned the land in 1821, and by 1830 there were 25,000 Americans and 4,000 Mexicans within these chartered areas.

Green Dewitt was the man who had trouble colonizing Texas in 1825 because the Mexican government granted his land to someone else. Green Dewitt went on to be credited for founding Dewitt County.
In the early years of the settlement of Texas, an empresario, Spanish for entrepreneur, was a person who was granted the right to settle on Mexican land in exchange for recruiting and taking responsibility of the new settlers. Moses Austin was a leading American settler of Texas who under Spanish law, was granted a contract to be just such an empresario, receiving his land grant from the Spanish government in 1820. Although he hoped to be the first to establish an English American settlement in Spanish Texas, he died before it came to happen. However, his son, Stephen F. Austin, led that colony to what would become sovereign Mexico. Eventually, those settlers demanded autonomy, and won independence from Mexico, establishing the Republic of Texas.
For bringing the first colony to Texas.
