At least twice that I know of. On June 12, 1987, he gave the "Mr. Gorbachev, tear down this wall!" speech in front of the Brandenburg Gate. A couple months before Reunification happened in October 1990, he returned and gave a speech at the Kongresshalle.

The Berlin wall was taken down because the people of east Germany wanted freedom from communist Russia's rule, and along with that Pres. Ragan gave a speech inforcing the govermant to take the wall down and evntualy the people decided that enough is enough and they tore down the wall and the east Germans lived with the west Germans and under a free marcket economy .
