The Zimmerman telegram was a secret message sent to the Mexican government. In it, the German government offered to send money and weapons to help Mexico if Mexico would start a war against the United States. Germany expected the US to soon join World War I against them, and hoped that a war with Mexico would distract the US. A little context- by 1917, the US and Mexico had poor relations. It had only been 68 years since the US fought and won a war against Mexico, and took all of what's now the Southwest (NM, AZ, CA, etc). The US had occasionally invaded parts of Mexico for one reason or another since then too- even in 1916, after Mexican rebels had attacked a town in New Mexico, the US sent an army under General Pershing to invade Mexico and punish those rebels (they were unsuccessful). So Zimmerman sent the message explaining that if Mexico started a war against the US, then Germany would send money and weapons to help. Additionally, Germany promised that if they were able to win World War I, they would make sure that Mexico got back the territory that the US had taken from them. However, since 1910 Mexico was in the middle of a nasty war called the Mexican Revolution. So Mexico was in no position to launch a major war against the US. Additionally, Germany realistically had no way to ship the money and weapons to Mexico, since Allied navies dominated the seas. Nor would Mexico really have anyplace to use the money Germany would've sent, for much the same reason. So the Mexican government did not agree to the request.

Some people may have given this name to Edith Wilson. After President Wilson had a stroke, Mrs. Wilson controlled access to him and even screened state papers sent to him and decided what he needed to see.
It was a secret telegram from Germany to Mexico, saying Mexico should go to war with the US and reclaim land lost from the Mexican-American War, and that Germany would help Mexico. It angered US that Germany was trying to hurt US so US declared war against Germany.
British spies intercepted the telegram and gave it to the US government.Important telegrams were transmitted over long cables back then (they could be sent by radio, but then anyone with a radio could pick it up). Britain had cut Germany's cables to North America at the start of the war, so Germany asked to borrow the American cables; President Wilson agreed to allow it. But the American cable ran through part of Britain; British spies easily tapped into the cable and recorded everything that went through it- including Germany's telegrams. So the British caught the Zimmermann telegram when it was sent, and very quickly decoded it- the Germans had an elaborate code system that they thought was unbreakable, but the British had broken it early in the war.However, the British didn't want Germany to know that the codes were broken- as long as Germany didn't know, they would keep using the code and the British could keep reading their secret messages. So the British had to find another way to "prove" how they got the message without revealing the secret. They knew that the telegram would have to be transmitted through a certain office in Mexico, so they basically bribed someone in that office to give them a copy of the decoded telegram. Because the telegram had gone through American cables before being relayed to Mexico, the Americans would be able to tell that it was authentic.Once that was done, and the British were satisfied that the Germans still didn't know the codes were broken, the British gave the telegram to the American government; the Americans indeed verified that it had been transmitted, and President Wilson was furious.
