the national gov. had too much power in some areas and the states had to much power in others. for example, the states had the power to print their own currency, which led to confusion for travelers because they had to stop and trade one states coins for anothers.
Soon after the Declaration of Independence, the newfound country faced a variety of problems. They feared a strong central government, but they still required some form of leadership and rules. That is when the Articles of Confederation were written. America did not have a strong economy and could not afford to mint gold coins to provide for currency. They put in place the system of paper money. At that point of time, there was little unity between the colonies and each had its own currency system. Citizens did not trust that a simple piece of paper could account for money and havoc spread the nation. Everybody knew that the country was facing problems. Many were doubtful the country could withstand such problems and feared the British would reclaim them. They decided that they needed a new set of rules to live by. The framers, a group of strong minds, came together to fix this problem. They spent years drafting the Constitution. Soon, the law of the land was put into place, and even today it stands strong.

Under the constitution all issues of interstate interaction including interstate commerce were Federal powers. And only the Federal government could impose tariffs and only on goods entering from other countries. State powers were limited to those that only affected that state.
