The Union and Confederacy needed to start a draft because both need more soldiers in their army
Yes. In fact, watch the movie "Glory" (starring Matthew Broderick) about the first all-black union infantry unit in the US army. As for the Confederacy, they were more reluctant, but eventually approved using black soldiers as the Confederacy was vastly outnumbered by the Union soldiers and Union-made weaponry.

The confederacy used some, but mostly in menial and support jobs. The Union had many more black soldiers, and many of them were fighting soldiers. Moreover, the (white) commander of the first black regiment had forced the Government to put black soldiers on equal pay with the white soldiers.
About 350,000 Union soldiers died. About 250,000 Confederate soldiers died. The reason why more Union soldiers died is because the Union army had almost double the size of the Confederacy!
Confederacy
They had more soldiers, double the Confederacy. They also had more weapons because of being more industrialized.
the union has more factories and bigger population than the confederacy.
The Confederacy.
- 2.5 million soldiers over 1 million soldiers - the union had a 700 ship navy, the Confederates just had a few sips they seized from the union - north was more industrialized - north had a better infrastructure- telegraph, railroad and shipping
union
I think it was because the Confederacy had more soldiers and better weapon's
