Overall navy would definitely be the British Empire without a doubt, although the Empire wasn't actually that strong on land.
France alone (not including French Empire against Britain by the same standard would be very close indeed, but an a massive battle between the two including Empires would have to go to Britain due to the sheer size and population of India and other colonies. Then again China had a population of around 300,000,000 in the late 1700's so the lack of technology could be evened by sheer numbers in terms of land units, but they had a poor navy.

Great, or powerful, countries have great, or powerful, armies in order to keep their power. Military power is usually used to exercise one's power in either defensive and/or offensive terms. However, economic power also ties into being a powerful country. For example, the US has the world's most powerful army and the world's largest economy, and is the reason why the US is the world's most powerful country as a whole. However, although North Korea has the world's largest army, its economy is terrible, and this is one reason why North Korea is not such a powerful or influential country in the world.
The Russian army is by far the best. It has come out victorious in World War 2 and arguably the Vietnam War, also they are winning in Chechnya . They have a lot of troops and also have the best technology.
