Mexico has had a cultural identity since some 3,000 years ago, including the arts, crafts and history of the ancient Aztec, Mayan, Teotihuacan and Olmec civilizations. This of course has been influenced by many events, including the conquest of Mexico by the Spanish during the 16th century and its independence, in 1821.
On the other hand, the 'American culture' is a mix of the culture and traditions of many immigrants that have reached North America since the Mayflower arrived to Cape Cod (Massachusetts) in 1620. If you take into account that there was no 'American' identity until 1776 when the United States were born, then you have it: Mexico has more culture than the US, at least from the time-line point of view.

It depends on which terms you are talking about. Economy and living standards? No doubt the US is in much better shape. Culturally? Mexico has its own rich and very distinctive culture, even if American culture has been more "exported" throughout the world.
