Daniel's seventh chapter clearly reveals the "beasts" of The Bible to be "man's governments" in general... and, historically, the four major world-ruling empires of Babylon (lion), Medo-Persia (bear), Greco-Macedonia (Leopard) and Rome (an indescribable unnatural beast with a composite of the traits, customs and traditions, of the first three empires).
The Roman Empire saw a number of "splits and restructurings" in history as its leadership died off and other ambitious men rose to power.
Part of that history records the "fall" of the Roman Empire (the 'deadly wound'), which some historians claim was ('healed') by the "restoration of the empire in A.D. 554."
It is evident in any event, that the basic structure of the Roman system of government has survived its alleged historical "fall" and remains the foundation of the governments of the world today.
Prophecy speaks of the fourth Beast (Rome's system of government) of Daniel as having a number of heads, which is a continuation of the Beastly organization down through history, revealed to remain extant in man's beastly governments until Jesus Christ comes to smash them and establish His Kingdom on the earth at the end of the age of man's rule on earth.
The governments of the world are presently in economic turmoil... and a global restructuring of them is in the offing. As the reputed "super-power," America, declines... Europe (which is the realm of the ancient fourth and final Beast of Daniel's prophecy) can no longer depend on America to police the world and maintian its tenuous "peace-keeping" efforts. [you can't "keep" what you don't "have"]
As Europe desperately seeks to unite and become its own safe and secure "super-power"... many people are using the words, "Roman Empire," in their descriptions of it.
Among historians... Rome is said to have "fallen" in A.D. 476. But it didn't die. It only declined and was only "wounded" as a "super-power." Its foundational structure has survived the centuries through the splits and schisms in man's succeeding efforts to govern himself.
And when the final "resurrection" of the fourth Beast happens (Europe, rising out of the ashes of global economic collapse)... and its "deadly wound is healed"...
a revived Holy Roman Empire will emerge one last time. And: "...all the world wondered after the Beast. And they worshipped the Dragon [Satan - Rev.12:9] which gave power unto the Beast: and they worshipped the Beast, saying, Who is like unto the Beast? Who is able to make war with him?" (Rev.13:3-4 NIV)
The answer, therefore, to "WHO" healed the deadly wound of the Beast in Revelation is - the DRAGON!!!
"...and THE DRAGON GAVE HIM HIS POWER, AND HIS SEAT, AND GREAT AUTHORITY." (Rev.13:2)
The "beastly" governments of man are of Satan's design. Adam and Eve worshiped him from the beginning... and the kingdoms of men have been under the rulership and influence of the Dragon ever since.
"...the Devil led Him up to a high place and showed Him in an instant ALL THE KINGDOMS OF THE WORLD. And he said to Him, 'I will give you ALL THEIR AUTHORITY and splendor, for IT HAS BEEN GIVEN TO ME, and I CAN GIVE IT TO ANYONE I WANT TO. So IF YOU WORSHIP ME, IT WILL BE ALL YOURS.'" (Luke 4:5-7 NIV)
In God's eyes... man's governments are evil... vile... wounded and scarred. And these wounded and scarred governments will be united under the command of the resurrected fourth Beast that worships the Dragon for its authority and power.
"...I saw three evil spirits that looked like frogs; they came out of the mouth of the Dragon, out of the mouth of the Beast and out of the mouth of the False Prophet [the organized religious authority connected with Rome]. They are the spirits of demons performing miraculous signs, and they GO OUT TO THE KINGS OF THE WHOLE WORLD [all the governments in the world], to gather them for the battle of the Great Day of God Almighty... then they GATHERED THE KINGS TOGETHER TO THE PLACE THAT IN HEBREW IS CALLED ARMAGEDDON." (Rev.16:13-16 NIV)
The fourth Beast... the Roman Empire... was only wounded, not killed. And it's reviving one last time, today, to unite all the governments of the world to resist and fight the returning Jesus Christ.
"The ten horns you saw are ten kings who have not yet received a kingdom, but who for one hour will receive authority as kings along with the Beast. THEY HAVE ONE PURPOSE and will give their power and authority to the Beast. THEY WILL MAKE WAR AGAINST THE LAMB, but the Lamb will overcome them because He is Lord of lords and King of kings - and with Him will be His called, chosen and faithful followers." (Rev.17:12-14 NIV)
