The final winner was Publius Cornelius Scipio Africanus who led the Romans to victory late in the war in Iberia and at Punic Africa

The Senate and the People of Rome ruled during the second Punic War.

They did, however appoint twelve dictators for six month periods each during the 18 years of the war, desperately hoping for a saviour as Hannibal's invasion of Italy continued to threaten their survival.

The dictators provided some stability when things progressively took a grimmer outlook and internal political divisions neutralised effective government, but in the end it was successful generals and eventually the decision to invade Nort Africa and directly threaten Carthage (in the same way that Carthage had been directly threatening Rome) which caused Hannibal's withdrawal to defend the city and his defeat when cornered at last in front of the city.

During the period of the Roman Republic the Roman army was commanded by the consuls, who were the two annually elected heads of the Republic. As the First Punic War lasted 23 years, there were 46 consuls who led the Roman forces. Since most of this conflict was a manly a naval war, many of these consuls served as "admirals", rather than commanders of the army .
