Curiously enough, the Russian name for this weapon has the same initials as Rocket Propelled Grenade does in English. It dates back to the 1960s. It is mainly an anti-tank weapon, but not exclusively so.
I seem to remember that well on into WWII there was a shoulder held similar weapon, called the Bazooka, an US designed weapon quite effective.
An earlier weapon was a PIAT, (Projectile Infantry Anti Tank) used in the 40s against tanks in North Africa. This was a spring driven weapon (!!) and had the advantage that it produced no smoke in its firing, and could be used in confined spaces. But it bruised the shoulder of the launcher. The PIAT was based on a shaped charge concept, in which the projectile effectively burned its way through the tanks armour, and the hardened steel candle in the centre sprayed much shrapnel inside the tank.
I couldn't find the name of the Russian inventor. But it's out there somewhere.
