Norman Kwong was born in Calgary, Alberta, Canada, he was a professional athlete playing football for the Canadian Stampeders in 1948 to 1950 before being traded to the Edmonton Eskimos where he played until 1960 when he retired. He was the 16th Lieutenant Governor of Alberta, being the first Chinese Canadian to hold this office.
