Any adult Jewish male who observes Judaism in his personal life, and is capable

of learning the reading of the portion of Torah and rendering it properly in public,

is permitted to read the Torah at the service during which it is read.

Yes, everyone is allowed to read from the text of the Torah. In Orthodox circles, only men read from the actual Sefer Torah. In Conservative congregations, both men and women read from the Torah Scroll.

The Jewish Torah has already been writen by Moses, but inspired by God. Anyone could write smething and call it "a Torah" but it whouldn't realy be one. There is no longer a need to write a Torah anyway, it has already been done.

Usually it's the chazzan (cantor), but halakhically anyone who knows the cantillation (how to sing the customary chant) may do so.
