The navy came first and is also one of the oldest Factions of our United States Armed Forces, founded back in the 1700's surrounding our independence declaration. The Marines were founded, at first, to the the ground forces of the navy. The Marines served for a long time as Naval Infantry, but eventually grew to a size where separation was necessary. The current commandant of the USMC has been trying recently to get to where the Navy-Marine relationship used to be. This would mean a Marine detachment on every Naval ship.
