There is no one person "in charge" at any Kingdom Hall.

Each congregation has a body of elders that together manage the affairs of the congregation, including operational duties.

Some Kingdom Halls have multiple congregations, in this case both congregations create a committee that works together to ensure that day to day concerns are met.

None of the elders in the congregations receive any pay or compensation for their time and energy in performing these duties.

If you feel that you need to speak with someone at that Kingdom Hall, address any one of the elders and they will seek to assist you.
