Benjamin Banneker (1731-1806), an African-American astronomer, was among the men who surveyed the future site of Washington DC in 1791 and 1792.
The Constitution provided for the establishment of a federal district not to exceed 10 miles square. Virginia and Maryland both ceded land at the mouth of the Anacostia River where it entered the Potomac River. The result was a 10-mile square with corner-to-corner axes running due north-south and due east-west. The boundaries were surveyed and monumented with 100 boundary stones at 1-mile intervals in 1792 by Samuel Ellicott, and most of those stones still exist. In 1846 congress retroceded the Virginia portion to Virginia, and the boundary line thus receded to the Potomac River.
Benjamin Banneker affected AMERICA(you spelled it wrong) by making our ( America's) first clock. We use the clock daily and if it wasn't for him, we wouldn't know what time it is!

Washington, D.C., formally the District of Columbia and commonly referred to as Washington, the District, or simply D.C., is the capital of the United States, founded on July 16, 1790. The City of Washington was originally a separate municipality within the Territory of Columbia until an act of Congress in 1871 effectively merged the City and the Territory into a single entity called the District of Columbia. It is for this reason that the city, while legally named the District of Columbia, is known as Washington, D.C.During the presidency of George Washington (1st president) the Capital Area was surveyed and created in law. President Washington also oversaw the planning and design competitions that layed out the capital and created various buildings etc.

The land on which Washinton was to be built was surveyed in 1791 by Andrew Ellicott and Benjamin Banneker. The latter, a self-taught astronomer of African descent, used astronomical readings to fix the positions of the 40 boundary stones marking the perimeter of the 10 square mile site.
