Vital is an officer of the National Army; his appointment was seen as a way to address military power interests in the country. Vital was later reappointed in 2011 March, after the government resigned.

Ramgoolam became the third Prime Minister of Mauritius on 1995 December 15 after his alliance won the 1995 election. Ramgoolam served as Leader of the Opposition from 2000 September 12 until 2005 July 5 when he again became Prime Minister after the 2005 election.
