Shahadah refers to the profession of faith in the Islamic faith, this profession of faith is stated from professing that there is no other God but God and that Muhammad is His prophet, which therefore qualifies you as a Muslim.

Arab men can be of any faith. If they only worship one God, then they are either Jewish, Christian, or Muslim. Most of them are Muslim, but not all.

Depending on the denomination, and the religion that the Muslim is converting to. If a Muslim is conservative, they might be punished, or the conversion would not be accepted. If they are more moderate, it would be accepted if they converted to Judaism or Christianity, as they have special "dhimmi" status in Islam, since they believe in the same god of Abraham. However, only the most liberal Muslim would accept a conversion to a non-monotheistic faith, or a faith outside of "dhimmi". This is punishable in nearly all Muslim countries if one comes from a Muslim family and was born and raised Muslim.
The Shahadah is the first step that a Muslim takes on their journey of faith so the declaration that there is only one God and that Muhammad is God's prophet is supremely important.
