In the UK it is customary for the leader of the largest opposing party to form a shadow cabinet to work with and against the sitting cabinet; to question and oppose current policy; and to form their own policy.
At the time of writing the sitting government in the UK is the Labour party lead by Prime Minister Gordon Brown. The shadow government is the Conservative (or Tory) party currently lead by David Cameron.
In recent years the Liberal Democrat party, the third largest party has sought to form their own shadow cabinet and to name it as such. The leader of the Liberal Democrats is Nick Clegg.
