The British Empire was probably the largest in terms of land area covered. It was not 'started' by someone in the way a person starts a company, but grew over time by colonizations in Africa, Asia, Australia and New Zealand, the Caribbean and North America. Although no specific person 'started' it, it was Queen Victoria under whose reign the Empire grew most.
It depends on what you consider the largest. If you are looking at the most land in an empire then it would be the mongols with Gangis Khan as their ruler
