Yes and no. The Prime Minister of Canada is the leader of the political party that is able to form a government because it has sufficient support in Parliament, either because it has a majority of seats or because it can gain the support of other parties. Canadians do not elect the Prime Minister directly; the party leader is elected by party members. Canadians elect individual members of parliament; however, they are fully aware that members of parliament have limited powers and that when they cast their votes it is for the leader that they are voting.
