Yes, Vietnam was at war. The United States involvement began under Eisenhower after the French pulled out of Southeast Asia. When JFK was elected he added 43,000 advisors into Vietnam, but it wasn't considered a war at this point. After his death LBJ began to draft men to fight the war and the United States was in full scale "police action " in Vietnam. It never was a declared war.

Eisenhower never briefed Kennedy on Vietnam when he took over office. Which surprised JFK when Vietnam began to fester; Ike had briefed Kennedy on Laos! Apparently Laos was what Eisenhower believed would be the key trouble spot in Southeast Asia. No one, not the military, not the civilians, probably not even the CIA and other covert organizations believed Vietnam would erupt into what it did.
