The ultra-wealthy cotton farming elite of the lower south (below North Carolina) were mainly to blame for starting the Civil War. They demanded "states rights" over federally mandated rights. The primary right they were seeking to retain, of course, was the right to have slaves.

The war of northern aggression was caused by the north deciding that it wanted to impose their laws and morals on the southern states instead of allowing the southern states to chart their own course as is mandated by the Tenth Amendment.

They were unhappy at how Charles the 1st was running the country so they planned a revolt. Charles expected this and took 400 soldiers into the commons which is why the members now slam the door in the black rods face and then check to see who's there (it's a stupid tradition). Parliament and Charles then declared war on each other. I wouldn't say Parliament were to blame for civil war, it was more Charles because he was a crap king
In truth, the North was resonsible for bringing on the Civil War. the South seceded from the Union and for the most part wanted to peacefully be separate from the North. The North, declared war on the South to bring it back into the Union and form one country once more.

The challenge facing the United States after the US Civil War was awesome. The political problems of reconstructing the Union were based on radical Republicans who wanted to place all blame for the Civil War on the South. This was very political as the radical Republicans wanted to make the rebellious South "pay" for this horrible war that devastated the nation.
