the US Military has had networks like the internet since the 60's but it was CERN in Geneva, Switzerland and Tim-Berners Lee who set up our modern internet. CERN is eccentially a research and technology organization, so it is just one of their projects

DARPA (a USA military research group) Created the North American Backbone, and all else that went into the creation of ARPANET. This was later opened to public use. To connect from one coast to the other, Americans still use the same basic Backbone, although it has been upgraded some.
