He is the prophet Elijah.
When the prophets of Baal prayed for Baal to send fire, nothing happened. Despite their fervent pleas and efforts, Baal remained silent and did not respond to their prayers. This event is described in the Bible in the story of Elijah and the prophets of Baal in 1 Kings 18.
Elijah asked the pagan prophets of Baal to put more water on the sacrifice he was giving to the living God.
Elijah challenged the worshipers of Baal to a test to see whose God could light a sacrifice on fire. Baal's followers failed, but when Elijah prayed to God, fire came down and consumed his sacrifice. As a result, the people turned away from Baal and back to worshiping God.
