John Dickenson of Pennsylvania led the opposition to the Declaration of Independence itself. He believed that the colonies should reconcile with Great Britain rather than break away from it. He felt the colonies could not win a war for independence against the greatest military force in the world at that time and that the colonies would be better protected from France and Spain in their colonizing attempts. Other delegates were against it only for specific reasons, like the issue of abolishing slavery.
