Although he was elderly and frail at the time, the migration was certainly the result of his decision, and if he hadn't wanted it to happen, they would not have gone. The actual labor of loading the wagons, was handled by his 11 sons. There were less than 80 members of the family at that point in their history, and Joseph was already in Egypt.
Actually Moses lead the children from Egypt, and then Joshua took over and lead the people to the promised land.
