The senate was created by Romulus, the founder of the Roman city-state and its first king, as part of the process of foundation in 753 BC. Romulus selected 100 men from the leading clans of Rome at the time to seat in the senate, a royal advisory body, a council of elders (senate comes from senex, Latin for old man). In this way, Romulus co-opted the leading clans into his state. These leading clans soon developed into the aristocracy.

There was not an empire which led Rome and there was not a conquest of Rome. Rome had an empire: the Roman Empire. Ancient Rome was sacked by the Visigoths in 410 and by the Vandals in 455, but it was not conquered. Both Visigoths and Vandals withdrew after the sack.
