The first computer was invented in the UK by Charles Babbage.

Tommy Flowers, an Englishman, designed Colossus, the world's first programmable electronic computer.

Alan Turing, Also an Englishman was highly influential in the development of computer science, widely regarded as the father of modern computer science.

The inventor of the program-controlled computer was Konrad Zuse, who built the first working computer in 1941 and later in 1955 the first computer based on magnetic storage. George Stibitz is internationally recognized as a father of the modern digital computer.

So it depends on the computer many people and countries were involved in the process of creating the modern computer but i guess it may be safely assumed that Britain was the first country to start and propel it.

It partly depends on what you mean by computer, but in England Charles Babbage's difference engine was the first machine with any claim to be a computer - that was designed in 1822 and the first versions were built around that time; unfortunately, engineering at that time wasn't precise enough to build such a machine. The Science Museum in London built a difference engine from Babbage's plans in 1989-1992 and it worked exactly as specified. The first electronic computer was built in Bletchley park, also in England during WW2 to decipher German codes.

That question is a lot tougher than it first sounds. In answering, it will be assumed that the discussion is limited to electronic computers. If that is so, then the first computer would be the the Atanasoff-Berry Computer (ABC), built in 1942, an answer decided by a judge in a US District Court, in resolving a patent dispute with the inventors of the ENIAC, another more widely known computer that had been considered the first computer, built in 1946. However, the ENIAC was possibly influenced by the ABC, one of the inventors of the ENIAC having been shown the ABC. Both of these computers were located in the US.

If the discussion moves outside of purely electrical computers, and considers what are known as Turing Complete machines, the first design of such a machine would belong to Charles Babbage, who designed, but never built, the analytical engine in the 1830s in England. The first Turing Complete machine was built by Konrad Zuse in Germany, in 1941. This machine was electro-mechanical, not purely electric like other machines. However, Zuse had plans for a purely electrical computer, not too unlike the computer architecture we use today. Had it not been for the shortage and high cost of electronics in wartime Germany, Zuse might hold the honour of having built the first electronic computer.

On a final note, the term computer used to refer to a person who performed computations. If we want to look at the first actual computer, we've got to go way, way back in history....
