LEGO Group has defended its trademarks and patents fiercely, but in reality, the company stole the original design from a British company, Kiddicraft, which produced plastic "Self-Locking Bricks". so, you could say that the Brits made the first set of "Legos". The situation is analagous to that of Mattel and its Barbie figure, which had been stolen from a small-time German toy inventor. That lawsuit was settled, but Lego continues to litigate. Nonetheless, with the company losing suits to Mega Brands in both Canada and the EU, it seems that Lego's days of intimidation are finally at an end, as all of their patents have officially run out.
However, if you just want a simple answer to the first Lego-branded set, it would be 1963, when the first modern version - still compatible with current sets - was released. Previous versions used different plastic and had a lower tolerance of accuracy in fitting together. The 1958-62 sets used different plastic, and so are not as strong, though their basic dimensions were the same as the 1963 and onwards sets.
Ole Kirk Christean had made a wooden block variaton at first in 1915, and his forerunners started to make modern LEGO as we see now. So Denmark basically made it.
